The user disables wireless (by ticking the checkbox next to "Enable Wireless"), and wants it to stay like that until he/she turn wireless back on again, but nm-applet automatically re-enables wireless after a suspend, or shutdown reboot cycle.

I request that if a user disables wireless it should stay disabled until the user re-enables it again (hate to say it, but just like in OS X).

That actually got fixed last month and is part of NM 0.8.2, which was just released last week.
