+++ This bug was initially created as a clone of Bug #626179 +++

This bug is specifically meant to implement per-Persona/Individual capabilities. We're deferring for now, since it would be a limited copy of the Telepathy API. Programs are encouraged to access that through folks-telepathy for the time being.

I've thought a bit more about your point in comment #9 on bug #626179, and I agree. It would be bloat, and pointless wrapping of Telepathy API.
