Enclosed find a simple project.  If you run this project with doxygen 1.5.9 with the provided config file, the struct headings 6.1 and 6.2 in Chapter 6 appear at the top of the page.  Run the project again with 1.7.0, and the same sections are concatenated, with the headings appearing wherever...directly after the previous section.  

I will leave it to you to decide whether this is a bug, an enhancement request, user error or other.  But in whatever case, please advise.  

This bug report comes from a Qualcomm user.

Oh, I should explain that we would prefer that the headings appear at the top of the page, as in 1.5.9, but we are using 1.7.0.

It was pointed out to me that the same issue applies to module headings, so I'm adding a second zip that has three different modules, to illustrate the issue.

As discussed in https://github.com/doxygen/doxygen/pull/734 , Doxygen has moved its issue tracking to 

   https://github.com/doxygen/doxygen/issues

All Doxygen tickets in GNOME Bugzilla have been migrated to Github. You can subscribe and participate in the new ticket in Github. You can find the corresponding Github ticket by searching for its Bugzilla ID (number) in Github.
