Looking at the window "Search all notes" in Tomboy it shows AM/PM even though my locale uses 24-hour clock.

Assuming you really mean locale, this is a bug in the translation, not in Tomboy itself.

We do some pretty printing of dates, and all the formatting strings are translatable.
