Disables the resize grip

The title kind of says it all.  GtkWindow now has support for resize grips, and they need to be disabled on certain windows.  As it turns out, the panel is one of them. :)

This is fixed on the gtk3 branch.

Closing this bug as fixed.  It only makes sense on the gtk3 branch and
it was applied there.
