It's possible to add a Back button to the customized toolbar, but there is no corresponding Go->Back menuitem (with submenu) in the top menubar. There should be one by default, perhaps also in the rightclick menu.

Thanks for taking the time to report this bug.  The new toolbard in 3.8 includes buttons for navigation, that is, back and forward.  I am closing this bug as obsolete.

Please feel free to reopen this bug if the problem still occurs with a newer version of GNOME.
