Fix arithmetic errors in handling gridded geometry

* Deal with the C behavior that -7 % 10 == -7. This would have caused misbehavior if the base size was greater than the minimum size and though in the normal case the result was the same, it was getting there in an unexpected way. * Fix off-by-one when rounding up to the minimum size in the case where the minimum size was exactly on the size grid.
