The GNOME notification servers (gnome-shell and notification-daemon >= 0.6.0)
support notification persistence.  This means that notification bubbles won't
be transient and require backing with a status icon.  We can drop use of status
icons in these cases.

Ah, that's bad, because we had a functionality on it. It seems like a step back from the shell side :(

Committed a variation of Jon's patch for 2.91.2, which eliminates the status icon but now the default notify action presents the main window like the status icon's activate handler used to.  Also documented why we need to continue checking whether notify actions are supported (basically, for Ubuntu's Notify OSD).
