If I have a tag Thailand, and a sub-tag Khao Yai, and I tag a photo with Khao Yai, then F-Spot exports these tags to Flickr:

    * Khao Yai
    * Thailand Khao Yai

Now instead of my photo matching all "Thailand"-tagged photos, which is useful, it will only match "Thailand Khao Yai"-tagged photos, which matches only my own. 

"Export tag hierarchy" should imply "this tag and parents", not "concatenate tag with parents".

f-spot is not under active development anymore, has not seen code changes for five years, and saw its last tarball release in the year 2010.
