I have a Thinkpad X201s with volume keys. The behavior of the PA volume with
respect to the keys is inconsistent.

If the volume < 100% (as defined in gnome-volume-control), raise and lower
works as expected, as does the slider.

If the volume >= 100% (as defined in gnome-volume-control), the slider works as
expected, and Volume_Down works. However, Volume_Up is ignored.
