When searching for a particular panel, we should still show all the icons, so that muscle memory can kick in.

The benefit of this is only marginal I would say. 

I think your plan with regard to 3rd party panels is to simply disallow that, but if we chose to allow users to hide panels ala Mac OS X Lion to have a more manageable list (and I am not certain that is a better approach), we could have search return these results without them being part of the main view.

I would not oppose this change, although I don't feel like it's really worth the trouble and we need to think about it in the context of the whole "distros shoving more settings back" issue.
