current state:

When adding files or folders from Nautilus to the Music library by drag&drop, the target of the drop action has to be a new or existing playlist, otherwise there is no '+' sign.

desired state:

While it makes sense to add files/folders to existing playlists or create new ones in the process, it should be possible to add files/folders by drag&drop without having to create a playlist.

Thanks for taking the time to report this.  Bug 563380 covers this problem as well as a couple related drag and drop issues between Nautilus and Banshee, so I'm marking this as a duplicate.
