I am forwarding this bug from downstream: https://bugs.launchpad.net/ubuntu/+source/gnome-panel/+bug/644857

To reproduce: go to places, drag a folder onto the panel. 

The expected behavior would be for a launcher to be created (as happens when you drag a folder from nautilus).
