I suggest to add a new field in modules ("external translation", URL), then add some notices for some of them. E.g. for all modules when external project begin with http://translationproject.org/, a note can be added about potential differences in statistics.

Hasn't this been implemented?  Or am I missing something.  I see module pages that have links to external L10n hosting.
