As reported downstream:

and just confirmed building directly from upstream sources, looks like desktop files are no longer generated respecting LINGUAS variable (while it worked with 2.30.1), run:
LINGUAS="fr de" make

and then, read generated src/metacity.desktop, you will see it contains all translations, while doing the same with 2.30.1 sources only requested langs are included.

Looks like gok-2.30.1 is also affected by this, Could this be a more general issue then? :-/
