Blacklist Haze's sip protocol

When telepathy-sofiasip is not installed (which is the case in most distro), Empathy uses Haze's SIP implementation to create SIP accounts. This is pretty useless as it just supports text messages while most users would expect to be able to make calls. We should blacklist haze's sip protocol to avoid confusion.

Approved by Philip on IRC. I'll merge if/once I get approval from the RT as we are now in hard code freeze.
Approved by RT and merged to master. Will be fixed in 2.32.0 This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
