POT template isn't created on Damned Lies. It reports:

Could this be because there's no LINGUAS or translations right now?

I took a look at it and no file listed in POTFILES.in contains string selected for translation. I think some tags have to start with _ (but I'm translator, no developer).

This was a decision on purpose as there is nothing that could display these strings anyway (though dconf-editor is currently being worked on if I remember correctly), hence no need for translators to currently waste time on this.

It has to be fixed for 3.0 though.

Why does it have to be fixed? The translations would only be visible in dconf-editor, and it seems a bit of a waste of time to translate (mostly) hidden settings for the benefit of a tweaker application.

I prefer to leave that decision to translation teams. If they have enough manpower I don't see any sense in blocking them to translating this by not providing the infrastructure.
