Memory leaks in xmlSetNsProp and xmlNewPropInternal

These two functions check if property value is UTF-8 and otherwise re-set document encoding using xmlStrdup like this: if(!xmlCheckUTF8(value)) { xmlTreeErr(XML_TREE_NOT_UTF8, (xmlNodePtr) doc, NULL); if (doc != NULL) doc->encoding = xmlStrdup(BAD_CAST "ISO-8859-1"); } The problem is that current document encoding is never freed. I understand that this may look like a minor case, but our applications use local encoding and after running for a few hours the memory leakage becomes intolerable.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
