Hi!

I'd like to pan with the arrow/cursor keys. rockwlrs (irc) said the keys
move the image when the move tool is selected but here they don't (yes,
rockwlrs, I checked again, they don't move even 1 pixel). Maybe we can use
the arrow keys for panning when move is not selected.
