The files in question are:
    sys/v4l2/gstv4l2xoverlay.c (its .h exists)
    ext/esd/esdmon.c
    ext/libpng/gstpng.h
    sys/oss/gstossdmabuffer.c
    sys/oss/oss_probe.c

They are not included in the tarball because they're simply not needed. The .h file of gstv4l2xoverlay is included because some source files include that header (but don't use anything from it as I see it).

I don't see a reason to include these files in the tarballs if they're not used anyway. In fact they could as well be removed from GIT (except the v4l2 file, which might be used in a later release).

just fyi, we are using gstv4l2xoverlay on ubuntu in conjunction with xf86-video-v4l2 (http://github.com/robclark/xf86-video-v4l2) for support of hw overlay in apps (totem/mozilla/chromium).. we have some patches on top of what is currently in gst-plugins-good to enable xoverlay support v4l2sink. So today gstv4l2xoverlay.c is not needed, or even functional, but this won't always be the state. (Maybe you suspected this already)
