IMO it would be a usability enhancement if the NetworkManager icon would be clickable at all times.

This is currently not possible for any notification tray icon due to technical limitations. Some of the icons (including NetworkManager) are system status icons though, which will be re-implemented inside the shell (see bug 624361), so they will be usable while the overview is active.
