In the gnome-common git repo, there is no file of COPYING. But in the released tarball of 2.28.0, a file of COPYING indicates GPLv3 license. Is this COPYING generated by autoconf, or it's the author's intention?

Could the developer confirm this and add accurate license for gnome-common to avoid confusion?

It's both. There's no COPYING file for historical reasons (see bug 133689).
