The linked bug has all of the information as well as screenshots. In summary instead of saying file, edit, ect. at the top it just shows cubes with numbers.

I was not 100% sure if this was an upstream issue or not so sorry if it is Ubuntu specific.

The problem has been found.  In the Ubuntu package language-pack-gnome-en-base, the default English GNU binary message catalog file for yelp uses a non-standard form of English - en@shaw, or Shavian English.  A small change in the package and all will be fixed.

This seems to be a downstream problem mostly, I am guessing it should get a NOTGNOME resolution.
