Move avatar handling from Empathy to libfolks

As much of the avatar handling machinery in Empathy as possible should be moved to libfolks. For example, a desktop-wide cache of Personas' avatars should be used instead of a cache specific to Empathy. Hopefully, EmpathyAvatar can be destroyed as a result of this.

Now that we've got the caching and better Avatar API in place, shouldn't this just be changed to an Empathy bug?
Sweet. That means somebody else will come along and fix it, right?
