We need something like empathy_contact_list_get_all_groups() in libfolks.

This is pretty easy to do in the TP backend using tp_connection_get_contact_groups().

Note that we may need an API to get all the groups from a specific backend. See  https://bugzilla.gnome.org/show_bug.cgi?id=660281#c20
