this report has been filed here:

https://bugs.edge.launchpad.net/ubuntu/+source/evolution/+bug/594289

"Since upgrading to 2.28 Evolution has been generating a confirmation dialog each time a calendar is automatically published. I can't find any way to disable this. Previously, the calendar was published silently each time.

The new behaviour is a real inconvenience, I really don't need to know each day when the calendar is published, and I frequently get caught with the dialog on another desktop so I'm unable to use Evolution until I find it and click OK."
