"Steps to reproduce:
1. Open several different windows so that you have several items in the "task bar" (say, Firefox and gEdit).
2. Drag the currently focused window to a different position (say, move Firefox from left to right of gEdit).
3. Use the mouse-wheel to scroll back and forth on the task bar to focus different windows. Scroll once away from the window you just dragged (e.g. Firefox as above), then one click to try and focus the window again.

Expected:
The window just dragged (e.g. Firefox) to be focused.

Actual:
That window gets minimized. A second scroll click restores the window."
