when I set up Scheduled Transactions and later start GnuCash in a different Locale, which uses a different number pattern (12.456,78 vs 12,456.78), no values are entered into the register, no error message given.
Apparently this results from storing the transactions in a textual form,
which is evaluated on the basis of the new Locale after inserting and
causes an error (which becomes evident, when you edit the Scheduled
Transactions to change the format). 
So a fix should be, to store the number in a Locale-independent form.
The same behavior occurs in 2.2.9

I believe this is unfortunately a known bug which was already reported.
