I can't reproduce it myself but it may have something to do with language setting or 64-bits systems.

thanks for the report! fix pushed to master and 2-30 branch.
after installing the fixed version, the report should re-edit all the utf8 strings in the workspaces - and they will be updated to the correct, decoded values. until then the error will keep happening.

we can not make a generic decoding in order to avoid double decoding and stuff like that.
