Enable coordinator and committers to send mails to all members in the team

There are always some important things that a team's coordinator or committers want everyone in the team to be aware. But we cannot ensure that everybody is subscribed to the team's mailing list, so adding such a feature that reserved to coordinator (and better for committers as well) is a good choice to solve the problem. Coordinator and committers are the most important roles in a team, and I believe there are teams that coordinator is not always active, thus enabling this feature to coordinator as well as committers is a wise choice. I found myself on that position also, so +1 from me! One thing though for the possible patch-senders ... I would really prefer to restrict that to only team coordinators... If a team coordinator is not active, then that should be dealt within the team and get an active one. Actually that's the role of a coordinator team, to keep everyone on track and so on, if you are not active on that, then instead of "keeping your seat", you should just give it to someone else willing to do that for you.
+1 from me, but I agree with Gil in that this feature should be restricted to coordinators. If the coordinator is not active, it should be managed with the team and/or with the i18n mail list.
+1 from me. But, about who can send mails, I think it would be good that a coordinator can allow specific members to send mails regardless of their D-L role.
