Every brush outline seems to change size while moving it around, the brush also changes size without me ajusting them by any means possible (keyboard, selection, etc.)It is doing this on its own.

<NOTE: IF this is a new feature(like resizing on canvas), it has failed/>

In GIMP 2.7.1, the default brush dynamics are the "Basic Dynamics" which map the velocity of your mouse to the size of the brush.

It's not a bug and therefor should be closed.
However, we should note that it will probably be wise to change the default dynamics to "Dynamics Off", to avoid confusion among users.
