Install Ubuntu and choose Hebrew during the install process then attach a second screen to the computer as a secondary screen and set Ubuntu to display two separates screen meaning the one on the right is an extended screen a dual view if it helps then simply drag all the icons to the far left side of the left screen and then press right click and arrange by name and you will see that the icons would go to the right side of the extended screen the most right screen not to the most right side of the left screen which is supposed to be the main screen.

Basically the icons should remain in the main screen and not go to the secondary screen which I'm sure they do in the English Ubuntu version.

Still valid with 3.6. Unfortunately this is not trivial to fix.

Starting with version 3.28, nautilus will not handle the "files on desktop background" feature. For better alternatives, read this blog post https://csorianognome.wordpress.com/2017/12/21/nautilus-desktop-plans/
