gst_video_format_new_caps() and other things are missing from the python bindings. Also access to GST_VIDEO_CAPS_ARGB and friends from python would be nice.

Closing this bug now, gst-python is only an extension module to pygi now and this bug doesn't make much sense anymore in this context.
