Patch for installing the gconf schema

After GTK_MODULES setup were moved from gnome-session to gnome-settings-daemon a gconf key is required to load accesibility modules. at-spi module set this key to load gail and atk-brige, but now gail-gnome is not longer loaded. This module provides accessibility information for applets.

For GNOME 3 libgail-gnome should be completely moved to libpanel-applet or something like that, but for the bonobo based GNOME 2.30.X it is still needed.

After the approval from the release team I committed a modified version without adding the schema for translation and released 1.20.3
