Each time keyboard layout is toggled, notification area changes its width (by 5 pixels in my case), either making the notification area move to-and-fro on the panel, or its contents moved. See attachment.

I'm using Mandriva 2010.1 (Cooker), ru_RU locale, Tahoma font.
