If I drag an openoffice document to workspace 1 and then switch to workspace 2 to do something else while waiting for to open, then the openoffice document will open in workspace 2 (or the current active desktop). 

Is this how gnome-shell is designed to operate? This behaviour feels inconsistent with the idea of dragging and dropping an application to a specific workspace (at least for me).

No, this is definitively a bug.
