Steps to reproduce:
1. Create a new image and select the Rectangle Select Tool
2. Create a rectangle and resize it continuously

Expected result:
No flicker, like in GIMP 2.6

Actual result:
There is flicker in the drawing

This has been fixed by mitch by porting drawing to cairo
