At the login screen, two users can have different language settings (i.e. United States and United Kingdom). Clicking on either username brings up the correct language at the bottom of the screen. However, the same isn't true for the keyboard layout - it persists as the last one used. If one user prefers a US keyboard layout, and the other the GB keyboard layout, the default selected at login for either user is the last keyboard layout selected. The correct behavior might be to remember the last keyboard layout used on a per-user basis, in an identical way to the language settings.
