For mult-display setups, A recent change moves the Alt-tab switcher to show on whichever display has the focused window. In order to support a consistent expected behavior, we should only show the alt-tab display on the primary display. This keeps alt-tab in line with other elements of the UX that only appear on the primary display.

Displaying it on the focused monitor seems to confuse users so revert back to
using the primary monitor as per designer's request.
