New Mail notification not working (Ubuntu 10.04)

Fresh install of Ubuntu 10.04. When new mail arrives in my in-box once in a while my chosen sound byte plays but there is never any notification bubble. I have these set to happen in both the plug-in section and the preferences section.
In other App for example empathy, work the notification?
Notification in Ubuntu is Ubuntu-only, hence please report to Ubuntu instead.
Ubuntu help asks me to post this up stream. So I am and would like some help with the situation. Yes notifications work throughout Ubuntu 10.04 so this is specific to Evolution. Don't you think?
No, I don't think. And where did Ubuntu help asked this exactly (URL?)? Please provide exact numbered steps to reproduce this, click by click.

If you are not familiar with the steps in Evolution to make the display work here is a screen shot of what is ticked/selected.
