The Keyboard Layout Options window currently present all the information available at the same time in a collapsed tree.

This causes issues with navigation when several categories are expanded, or when trying to edit something in the category at the very bottom (expanding it creates a lot of scroll area).
Using dropdown controls instead would present only the categories and the currently selected option instead. Will look into this and try to come up with some mockups.

(the wording might need a lookover as well, but I can open that as a separate bug)
