When I press the key shortcut for the applications menu, it does not open the menu. The default value in Ubuntu is Alt-F1 and even if I change it to something else (like Ctrl-Esc as in Windows) it still doesn't work.

I opened a bug for this in Ubuntu, but I was told it was an upstream issue and to open a bug here. The corresponding bug can be found at https://bugs.launchpad.net/bugs/359140

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.
