If the system is not using notification area, as well as indicator applet in the panels if we start empathy there is no icon for it in the notification area If the user closes empathy it will be running in the background without knowing of the user that empathy is still running.

Empathy should not just vanish it should have a confirmation dialog in that case saying empathy will close completely. In other words it should not just hide if there is not notification area.

This is the intended behavior with GNOME Shell, IM runs in the background as a service.
