The wiki installations should be moved from label to the newly created wiki VM

* Should make use of mod_wsgi instead of the current mod_python (required for 1.9.x)
* Likely needs to use moinmoin farm config
* Should use separate moin user for moinmoin data directories
* Might use an rpm instead of only extracting .tar.gz
* Should update UPGRADING document
* Should use latest moinmoin version

The following wikis (live.gnome.org, pango.org, gnome-db.org) have been migrated to a new VM hosted on clutter. Closing this ticket.
