This issue has already been reported on launchpad (https://bugs.launchpad.net/ubuntu/+source/dia/+bug/371375).

When you keep your mouse pointer over the "dia" menu description a contextual label appears that says "edit your diagrams". The question is that in Italian version of Ubuntu (tested with 10.04 beta2) this description is not translated.
Italian translation sounds like "Crea e modifica i tuoi diagrammi"

Tested with dia 0.97.1

AFAICT a translation is there, I'm uncertain if the given one would be better.

The translation is generally out of date.
