In the new (not released) xfce4-panel, no frame borders are drawn because of a hack in the engine. I have no idea what the intentions are for this hack, but it seems to break more that it fixes. Once I change the toplevel widget name to something else then XfcePanelWindow, the frames are properly drawn.

Not sure what the workaround is about. Maybe it was there for a specific Xfce Applet that looked wrong.

I have just removed it.
