I was told at https://bugs.edge.launchpad.net/gtk/+bug/355636 to report this upstream :-)

If you launch Mahjongg and start your first game by deleting the first pair of stones, both buttons "Pause Game" and "Resume Game" are visible and active.

If you click "Resume Game", the game gets paused and the buttons behave / appear as they should, even if you start a new game (without exiting and re-launching the game).
