To allow all the non-Red Hat machines to be put on Puppet, port 8140 should be opened on the Red Hat firewall.

Note: puppet VM doesn't allow access to port 8140 externally. I'll enable this only per IP address (I do not fully trust Puppet security).

Another way to fix this was to setup some kind of secure network for non-Red Hat machines.
