I think this was discussed in various other bugs but I think it deserves its own.

I think it makes sense to:

 1. present the entire app when an app is requested
 2. present a window when a window is requested

Case 1 involves the application switcher (alt-tab) and the app well.
Case 2 involves the overview window picker or the window box of the application switcher.

In case 1, we should preserve the intra-app window stacking order.

Thoughts?
