look at environment variable

libgnome supports relocating .gnome2 via an environment variable. Eog currently hard codes .gnome2 instead of looking at the environment variable.

Red Hat has a customer that wishes to use the environment variable.

I think is better to use the freedesktop directory specification.

See http://live.gnome.org/GnomeGoals/XDGConfigFolders and bug #522806

I think so too. Looking into this for GNOME 2.32/3.0.
